You are now also allowed to make NPCs. They are characters who are controlled by any authorised person, which is usually the character's maker. Characters are usually used for plot reasons.
However, NPCs can only fight against other NPCs. NPCs don't need a history or an RP sample, but they are optional.

For the matter of number of NPCs, it kind of depends. Leaders naturally can create many assistants etc.
If the fight is significant in any way, the NPC will be controlled by an authorised person (probably a mod or admin).
